But behind these figures lies a much bigger problem.
Middle-income countries generate 40% of global ChatGPT traffic.
Yet they hold only 23% of the world’s data center capacity.

We export traffic.
But import the technology.

The World Bank’s 2025 report describes this gap through the “4C Framework”:
Connectivity — no infrastructure
Compute — no server power
Context — no local data
Competence — no talent pipeline

Over the next 10–15 years, 1.2 billion young people will reach working age.
The system is not ready to absorb this wave.

When you look at the positions the Bank has opened, one thing becomes obvious:
Senior AI Specialist, AI Engineer, Data Scientist, Chief Digital Officer...

These are technical roles.
But the real technical gap is not in the job postings — it is in developing the people who can actually fill them.

So the question is:
Can Azerbaijan view this infrastructure gap as an opportunity?
Or will we continue to remain exporters of traffic while importing the technology itself?
